Although new buildings are constructed with high standards, many existing buildings need an upgrade to meet our climate goals. Throughout Europe, a significant portion of the existing building stock dates back to an era when energy efficiency was not a central concern. These buildings commonly have outdated insulation, inefficient heating and cooling systems, and single-pane windows that lead to excessive energy waste. Improving the energy performance of these buildings is not only an environmental necessity but also an economic one. Such structures tend to have higher energy bills due to inefficiencies, making them more costly to maintain and less attractive to both owners and tenants.

Despite recognizing the urgency of these upgrades, the current rate of renovation falls short of what is necessary to achieve climate targets. The current annual renovation rate in Europe hovers around 1%, while at least 2% would be needed to meet the continent’s climate goals. At the same time, falling productivity in the construction sector, coupled with a shortage of skilled labour as well as rising energy and building materials prices, threaten to make energy renovation even more costly and — ultimately — uneconomical.
